Jim is the oldest of four siblings. Both of his parents served in the Army and were stationed overseas until Jim was 5 years old. After moving back to the States, Jim’s family settled and raised their children in Woodbridge, Virginia. Jim attended Richard Bland College where he is a Gamma Psi Fraternity
Brother and earned his Associates Degree in Business Management. He graduated from The College of William and Mary with a Bachelor’s Degree in Economics.

Since graduation, Jim’s career working for and with the homebuilding industry until 2016 has allowed for his knowledge, experience and expertise to be of great value along with his knowledge of economics serving on the Board of Supervisors which he currently serves as Vice Chair. Jim also serves on Chester Family YMCA Board of Directors, Henricus Foundation Board, GRTC Board of Directors where he is also the Finance Chair, Plan RVA Commission, Crater Planning District Commission, Chesterfield County Schools Liaison Committee, Chesterfield-Colonial Heights Social Services Board and previously served on the Building and Fire Code Appeals Board.

Along with serving as a public official, and on the boards previously mentioned, Jim works for RJ Smith Companies where he has wide-ranging responsibilities that keeps him on his toes because he is always learning something new.

Jim has resided in Chesterfield County since 2001 and moved to Chester in 2003, with his loving wife, Jennifer, where they raised their family. Jim served as a Cub Scout Master and was heavily involved with the Boy Scouts as a Troop Committee Member. His son, Jacob, completed to the highest rank, Eagle Scout, and both Jon and Jacob are graduates of Thomas Dale High School. Jim is very humbled and proud of both these young, responsible men he loves dearly.

Both Jim and Jennifer are members of Parkway Baptist Church, where they have been attending since 2004. Jim also served as a missionary at Bon Air Detention Center for 20 years.
